The Northwest Port Planning Team is prepared to assist all of Oregon’s Ports with the new State planning requirement. We are qualified to undertake these assignments because of our decades of experience with all of the Portfolios noted.

Following five and a half years as the Port of Portland’s Director of Planning, Environment and Community relations, Al Benkendorf opened his consultancy in 1975. In that year, the firm began advising Oregon’s ports with the first project for the Port of Hood River. Since that time, he has had extensive experience with the great variety of facilities, waterfronts and industrial development issues and opportunities confronting ports. At last count, the firm had completed assignments for eighteen of the Northwest’s ports. He specializes in project management, policy and master and facility planning.

Jerry Johnson

Jerry Johnson is a real estate market and regional economic development consultant, who has worked for Port Districts in the Northwest for the past eighteen years. As a Principal with Johnson Reid, Mr. Johnson is involved in research design, economic and financial modeling, and market analysis. Jerry currently sits on the Governor's Council of Economic Advisors, and teaches graduate level courses in real estate finance and market analysis at Portland State University.

Allan Rumbaugh

Allan is a professional consultant in port planning and community development.  His background includes eleven years as chief executive of the Port of Coos Bay, as well as ten years experience as a professional land use planner in Oregon.  His specialties include ports operations and fiscal management, waterways permitting and community relations.
