Oregon’s Statewide Port System Plan has identified
five “Portfolios” of business lines common to the 23 Port Districts. These include:
- Marine Transportation
- Non-Marine Transportation
- Marine Facilities and Services
- Land Development and Use
- Tourism and Recreation
All Ports are involved in facilitating economic
development within their communities and many ports lease or sell land and buildings. However, the Ports are also very diverse.
Six Ports and operate airports and two Ports own bridges . On the waterside, several Ports provide facilities for receipt
and export of cargo while many of the coastal Ports provide marinas, launch ramps, and repair facilities for commercial and
sport fishing.
The Oregon Business Development Department’s new Port Plan recognizes this diversity and has proposed that the
Ports which wish to qualify for state funding will enter into an Intergovernmental Agreement unique to each Port’s circumstances.
The Agreement will require that each Port either prepare or update their Strategic Plan consistent with the State’s
Port program.
